About the Bill

A4281/S2729 - The Midwifery Licensing Act is a crucial piece of New Jersey Midwifery legislation that has been introduced by ASW Shanique Speight, and Senator Britnee Timberlake.

The legislature finds and declares that:

  1. The public interest requires the establishment of a modern regulatory framework for the practice of midwifery in this state.

  2. Midwives play a vital role in improving maternal and infant health.

  3. Research has shown that access to midwifery services significantly, particularly for vulnerable communities, reduces the rate of maternal and infant mortality and morbidity, yet many of the statutory provisions governing the practice of midwifery in the state date back to the late 19th century.

  4. Midwifery practice continues to be regulated by the State Board of Medical Examiners rather than by an independent midwifery licensing board.

  5. In light of the expansion of midwifery practice and the urgent need to address New Jersey’s unusually high levels of maternal and infant mortality and morbidity, it is necessary to establish a new regulatory framework for the practice of midwifery in this state.

This is what the bill will do:

A4281/S2729 will create a New Jersey Independent Board of Midwifery, led by licensed midwives!

The bill will allow midwives to practice independently to the full scope of their education and certification!

The bill will grant independent prescriptive authority to CNMs and CMs, regulated by the Board, and allow CPMs to use a formulary of medications for safe childbirth!

The bill will allow all New Jersey licensed midwives to sign Temporary Disability forms – reduce bureaucratic burden!
